6.Contracts DescriptionAs part of Component 2 of the LWREP: Treatment and Network Improvements, the Lilongwe Water Board would like to engage contractors for the construction works for transport mains replacement project around Lilongwe City. The contract covers supply and installation of the proposed TW1 - Mwenda, Mwenda – Tsabango, NBS - Kanengo and Mtunthama – Area 9 Tower transport mains. The Construction Works expected to be covered comprise the following components:• Installation of ductile iron pipes and associated valves and pipework for transport mains, including excavation and backfilling of trenches and excavations for other structures, provision and hauling of backfill material, compaction of pipe bedding, testing of materials and hydraulic tests of the mains as detailed in the specifications;• Concrete works for thrust blocks, valve chambers, etc.The specific details of the proposed transport mains are as follows:• TW 1 – Mwenda: Supply and installation of DN 700 ductile iron pipe with associated fittings (Approximate length 3,700 m);• Mwenda – Tsabango: Supply and installation of DN 500 ductile iron pipe with associated fittings (Approximate length 5,100 m);• NBS – Kanengo: Supply and installation of DN 600 ductile iron pipe with associated fittings (Approximate length 8,300 m);• Mtunthama – Area 9 Tower: Supply and installation of DN 300 ductile iron pipe with associated fittings (Approximate length 1,700 m);

7.Information meeting and / or site visitInformation meeting and site visit will take place on Wednesday 23rd August 2017 starting from 09:00AM local time at the Madzi House Boardroom, Off Likuni Road, Lilongwe, Malawi.

8.Eligibility and rules of originFirms originating from all countries of the world are eligible to participate in this tender. However, the EIB shall not provide finance, directly or indirectly, to or for the benefit of contract award under any EIB Project, or enter into any relationship with, an individual or entity who is subject to financial sanctions imposed by the European Union pursuant to Chapter 2 of Title V of the Treaty on European Union or article 215 of the Treaty on the Functioning of the European Union, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of article 41 of the UN Charter.

9.Tender GuaranteeBids must be accompanied by a bid security in the form of Bank Guarantee in amount of EUR 100,000.00 (One Hundred Thousand Euros).

10.Performance GuaranteeThe successful tenderer will be asked to provide a performance guarantee of 10% of the amount of the contract within Twenty Eight (28) days of receipt of notification of award.

11.Tender ValidityTenders must remain valid for a period of 120 days after the deadline for submission of tenders.

12.Provisional commencement date of the contractJanuary 2018

13.Period of implementationThe Construction Period is of no longer than Three Hundred and Sixty Five (365) Calendar days.

14.Selection CriteriaThe contractor will be selected in accordance with procedures set out in the European Investment Bank’s Guide to Procurement for Projects Financed by EIB (2011).Qualification shall be based on Eligibility, Work Experience, Essential Equipment Availability, Financial Resources and Key Personnel Availability as specified in the bidding documents.

15.Award CriteriaOnly the lowest evaluated bidder will be awarded the contract.

16.How to obtain the bidding documentsApplications must be submitted using the standard forms included in the bidding documents, whose format and instructions must be strictly observed. The bidding document is available at a fee of Euro 25 or MWK20,000.00 from the premises of the Contracting Authority at the address given in point 19 below. Prospective applicants that are unable to collect the document themselves can make their own arrangements for collection of the document by courier services or other parties.

17.Deadline for receipt of applicationsThe applications must be received by Lilongwe Water Board authorities no later than 14:00 hours local time on Wednesday, 26th September, 2017. Any applications received after this deadline will not be considered.

18.Application format and details to be providedApplications to be submitted in Six (6) hard copies and one electronic copy on CD-ROM or flash pen.
